A bill is a security of a strictly defined form, which contains an unconditional obligation of the drawer (in the case of a promissory note) or an order from the drawer to a third party (in the case of a bill of exchange) to pay a specified amount to the person named in the bill or to another lawful holder at a specified date. Use of bills as a tool for attracting available financial resources and issuing debts has made the bills market rather capacious and attractive both for the sellers and the buyers. 

Typically the value sought in the valuation of a bill is the market value, because this is what is used in most bill transactions (such as payment by bill, purchase or sale, pledge and many others). The valuation of a bill depends on the drawer’s reliability, the bill’s maturity date, terms of payment and yield. The value of a bill is usually determined by the income and comparison approaches.

Under the income approach a bill is valued as a financial instrument that can generate profit for its holder, with the key parameters being the bill yield and the reliability of the drawer and other persons liable under the bill. The main difficulty in conducting an expert appraisal is determining the discount rate for the risk of default, but in the valuations of bills issued by well-known drawers this does not pose serious problems.

As a result of the wide use of bills in economy, today there is an established bills market with its professional participants and trading floors.
